The argument against says that commercial gaming harms both the economy and people by increasing rates of bankruptcy, addiction, violent crime, theft and substance abuse, in addition to taking business away from surrounding attractions.
Both sides are right. But the gaming industry’s economic impacts don’t look the same everywhere in the world. Macau was just named the world’s second fastest growing economy, a title owed almost entirely to its casinos. This Special Administrative Region of China rakes in more than five times the amount of gambling revenue that Las Vegas does each year; in 2012 alone, its casino revenue rose 13.5% to 303 billion Macau patacas.
Macau’s casino boom has created a lot of jobs, too. About 45,000 casino-related jobs have opened up in the last seven years, causing the unemployment rate to drop to a mere 2%, according to the Associated Press (AP). These jobs don’t require a high level of education, but they do pay well, offering salaries often 30% to 40% higher than comparable non-casino jobs in Macau, the AP reports.
That’s not necessarily the case everywhere though; in the US, for instance, gaming dealers can make as little as minimum wage. (The Boston Globe provides this glimpse into the kinds of jobs US casinos create and their associated salaries.) The situation in Macau has a lot to do with geography. It is the only place in China where casino gambling is legal, so the vast majority of gamblers are tourists from mainland China.
If casino gambling was to become legal elsewhere in the country, there’s a strong chance that Macau’s economic growth could start to slow. This is what happened to New Jersey’s gambling destination, Atlantic City. Since 2006, surrounding areas in Pennsylvania, Delaware, West Virginia, New York and Maryland have built casinos; and each year since 2006, Atlantic City’s gambling revenue has steadily dropped, reports the Atlantic magazine.
Even in Macau, there have been social costs. According to the AP, the country’s income gap has grown, property prices have risen and there’s been an increase in problem gambling. One study on gambling addiction finds that living within 80km of a casino makes someone twice as likely to become a problem gambler.
In tiny Macau (with a land area of just 29sqkm), all residents live within a short driving distance from the casinos. The potential ill-effects of commercial gambling on a community’s own citizens cannot be ignored. It was for this reason that in Monaco, home to the infamous Monte Carlo Casino, gambling has always been illegal for its own residents.
- When Princess Caroline developed Monte Carlo Casino in the mid-1800s, she was adamant that Monegasques should not be allowed inside, and that gambling revenue should come only from foreigners.
- In exchange, citizens of Monaco do not have to pay income taxes.
- Monaco’s successes, with its citizens enjoying a high standard of living, can also be contributed to the fact that the city does not rely solely on its casinos for economic development.
Its efforts to be a well-rounded tourism destination have resulted in 11% of its revenue coming from tourism, compared to just 4% coming from gambling. Finance and banking account for a large chunk of its economy as well. Another tourism-driven economy – that of the Bahamas – is currently dealing with the question of whether its own citizens should be allowed to gamble.
- The referendum on 28 January concerns exactly that.
- Currently Bahamians are banned from gambling inside the beach resort casinos, meant for tourists only.
- However, underground gaming locales, called “web shops”, have emerged where locals can place illegal bets on US lotteries that are broadcast on television.
This month, citizens will decide whether these web shops should be made legal and whether they would support the creation of a national lottery. They would still not be allowed to gamble in the casinos aimed at tourists. Plenty of economists argue that casinos do not only create social woes, but economic burdens as well.
According to a paper from the University of Illinois at Urbana-Champaign, multiple studies in the US have found that casino gambling costs taxpayers three times the amount that it generates in state taxes – because it tends to cause an increase in social welfare costs, regulatory costs, criminal justice costs and infrastructure costs.
Multiple studies also show that certain forms of gambling amount to a “regressive tax” on the poor. Numbers lotteries in particular (the same ones in question in the Bahamas right now) have been shown to take money away from the people who can afford it the least.
- A strong case can also be made for slots machines in casinos creating a regressive tax, since these operate much like lotteries, producing the worst odds for players and the best odds for the house.
- For this reason, some governments tax slots games at a higher rate than other casino activities, such as table games.
University of Illinois business professor John Warren Kindt argued that although casinos initially create jobs, in the long-term, legalised gambling can cause job loss as well. For one thing, gambling addiction has been linked to job loss, with problem gamblers twice as likely to lose their jobs as nongamblers.
For another, casinos often take profits away from surrounding businesses. Casinos work to keep customers inside their establishments (and out of nearby businesses) by providing them with drinks, food, shopping and accommodation, and by implementing strategic interior design techniques, Local businesses also have a hard time competing, writes Kindt, because casinos have addiction on their side.
If, as a result, surrounding businesses are forced to close, non-casino jobs are lost. At the end of the day, the net impact of legalised gambling on a community is difficult to assess. What seems clear, though, is that making casinos a silver bullet for the economy is a risky bet.
If gaming inhabits a space within a diversified tourism industry and within a diversified economy, though, communities may benefit – if they can successfully measure and manage gambling’s social and economic costs. The Legal Landscape – So to start, Monaco’s citizens aren’t actually allowed to gamble in their famous casinos. In fact, they’re not even allowed inside – although this law is relaxed for casino employees, as lawmakers wisely agreed it help to be able to get into the building you work at.
However, foreign nationals are free to gamble in the casinos and given that they make up 80% of the 36,000 population, that’s most of the country anyway. The history of the gambling ban itself is a large part of why Monaco has the identity it does today. Charles III, Prince of Monaco in the late 1800s, created the restriction during a fiscal crisis.
With the country on its knees financially, Charles took to studying the economics of neighbouring countries and hatched a plan to create a gaming industry targeting, amongst others, the English upper class. To allow his own citizens to gamble would’ve been counter productive to his aim of bringing money into the country, so he banned them.
His idea worked so well that Monaco paid off its current debts and had such sustainability from their gambling industry that they were in a position to abolish taxes. The secret to Monte Carlo’s success was the French entrepreneur François Blanc, a.k.a. The Magician of Monte Carlo, who invented single-zero roulette – a game that remained exclusive to Monte Carlo until 1933.
Monaco’s royal family, the House of Grimaldi, still reigns today and is the longest running monarchy in the world, having ruled since 1419. They are a major shareholder in SBM, the company that owns Monte Carlo casinos and most of the general tourism industry in Monaco.

Poker’s Flagship Event Moving to the Strip at Bally’s and Paris Las Vegas May 31 – July 20 – LAS VEGAS (February 23, 2022) – The 53rd World Series of Poker® (WSOP®) – the richest, most prestigious and longest-running poker series – today announced the daily event schedule for 2022.
Following a successful 17-year run at the Rio All-Suite Hotel & Casino, the WSOP moves to the Las Vegas Strip for the very first time at Bally’s, the future Horseshoe, and Paris Las Vegas Hotel & Casino, and will feature the WSOP’s inaugural Master of Ceremonies, Vince Vaughn. The move to the Strip builds upon the legacy for Caesars Entertainment’s World Series of Poker, as the first-ever tournament was played at Las Vegas’ original Horseshoe in 1970.
Doors open on Tuesday, May 31 with exciting action through the event’s conclusion on Wednesday, July 20. “This year is particularly historic for the WSOP with its move to the heart of the Las Vegas Strip and debut in the best facilities we’ve ever had,” said Ty Stewart, the WSOP’s Executive Director residing over his 17th WSOP.
“We’re ready to welcome players from all over the world to our housewarming party at Bally’s, soon-to-be Horseshoe, and Paris. The schedule is jam-packed with first-class events and we expect this to be the biggest and most anticipated WSOP yet.” WSOP will again feature the much-anticipated $10,000 No-Limit Hold’em World Championship, also known as the “Main Event”, which in 2021 hosted 6,650 entrants from around the world despite taking place during a pandemic.
This year’s Main Event is back to its traditional time frame around the July 4 holiday, beginning on Sunday, July 3. The legendary deep-stack tournament will continue play through the Final Table on Friday, July 15 and Saturday, July 16. The WSOP’s new home will include all convention space at both Paris Las Vegas and Bally’s.
- This will create the largest tournament capacity in the event’s history with over 200,000 square feet and 600 poker tables.
- The 2022 WSOP will host a wide variety of tournaments ranging in price from $400 to $250,000.
- The main cage will be placed at Paris Las Vegas while the TV set staging will be in the Bally’s Event Center as the two buildings are connected and share a parking garage.
This year’s tournament will also feature a $5,000,000 guaranteed prize pool WSOP opening weekend dubbed “The Housewarming”, featuring a $500 buy-in. This popular price point for the opening weekend has generated some of the largest field sizes in the history of poker.
- Last year’s “Reunion” event generated a whopping 12,973 entrants and organizers are expecting an even larger field as the event returns to its traditional summer schedule.

$1,000 Buy-In Flip and Go Presented by GG Poker : June 12 – The popular online format is galvanized into a live event. Each player will be all in preflop on the first hand, dealt three cards and selecting two. One player will win the table and immediately fast forward into the money, where the tournament will then play out under a traditional structure.
1,000 Buy-In Seniors Championship: June 22-23 – The record-smashing Seniors No-Limit Hold’em Championship will return for the second year, with players allowed one optional re-entry per flight. $777 Lucky Seven’s: July 10-12 – The name says it all. WSOP.COM Online Bracelets : Popular WSOP Online bracelet events are back including each and every Sunday during the summer, with three special “Double Up Bracelet Days” on June 5, July 10 and 17. Key Operational Notes COVID-19/Vaccination: The WSOP will follow local, state and CDC guidelines relating to COVID-19 that are in effect during the event.

- Online Registration: To avoid queues and congestion, WSOP encourages players to utilize the online/mobile registration process to sign-up for events, allowing players to register and pay online.
WSOP uses www.BravoPokerLive.com to manage online/mobile registrations. Players who register online will need to visit the Champagne Ballroom located in the Le Centre Des Conventions at Paris Las Vegas and have their identification validated. Once verified, players can simply pick event(s) online via Bravo, utilize the self-service kiosks located throughout the Paris and Bally’s convention centers to print their seat cards, and go directly to their table.
Registration will open in May. WSOP will announce to the public when it is live. In-Person Registration: The main registration area will be located in the Champagne Ballroom with more stations added to both the main registration and VIP cages. Hours of operation begin Tuesday, May 31 at 9:00 a.m. and will remain open 24 hours a day non-stop through Sunday, July 17.
Guests are required to present valid photo identification, along with their Caesars Rewards card and payment to enter events. Caesars Rewards (CR): The location will be in the Champagne Ballroom near the main and VIP registration cages for players to obtain loyalty cards.
